partially, yes. For instance you can create apikeys through pulumi but not the rest. https://www.pulumi.com/registry/packages/gcp/api-docs/projects/apikey/

I was talking with some Google Cloud representatives yesterday and this was one of my questions. It seems like it is intentionally not possible to automate the oath configurations, but they could not give me details on why.
