Anyone know if it's possible to upgrade CloudSQL MySQL to a newer version using pulumi, or will pulumi only support instance re-creation when the version is changed?

That's a limitation of the underlying TF provider, and because it's such a commonly used service, I suspect that it may be a limitation of Google Cloud itself.
