You can raise an issue at https://github.com/pulumi/pulumi/issues/ but generally that will only get picked up by community members if there's wider interest in it.

Is there anyway to create one using the template and request that it be publicised?

Yup head over to #contribute, you can generally get help with how to bridge a provider and get it added to registry in there.
