Seems there may be a problem with GCP Cloud Storage - BucketAccessControl - I can neither generate the resource or import it, with persistent complaints about invalid arguments.

<https://www.pulumi.com/registry/packages/gcp/api-docs/storage/bucketaccesscontrol/> - according to the documentation, the valid *entity* for a service account should be *user-&lt;service-account-email&gt;* but that is rejected "unknown user email address."
