To do deployments does one have to be a subscriber to pulumi cloud?

No, you can use your own self-managed backend if you like: <https://www.pulumi.com/docs/concepts/state>

There's also the managed <https://www.pulumi.com/docs/pulumi-cloud/deployments/|Pulumi Deployments> feature, though -- if you're referring to that, then yes you do need a Pulumi Cloud account, but the Deployments feature is currently free for individuals (no subscription required): <https://www.pulumi.com/pricing/>
