This doesn’t appear to be a Pulumi problem; your Kubernetes cluster is reporting image pull/back-off, which means it’s having an issue pulling the container image. I would start troubleshooting there, and work backward to see if the Pulumi program creates a cluster that doesn’t have the requisite connectivity.
