I had indented the resources too far to the left. Indenting properly (i.e. under `resources:` ) fixed this
Weird that there was no error for all this random config

Would you mind opening an issue in <https://github.com/pulumi/pulumi-yaml>? I would expect something like this to generate an error of some sort.
