why does self hosting pulumi cloud require a license key?

I guess I've never seen an open source self-host requiring a license before

so if I run my own cloud state backend, plus this stuff: <https://github.com/pulumi/pulumi-self-hosted-installers/tree/3f8b3ed7d570579f1d0fff82fd1a49a3a3b8d654/aks-hosted>, what specifically is the software that pulumi is running for me?

oh I see it's the application which would be running in my infra but that I need a license for to download/run the software
