I just spent the entire day trying to make a s3 bucket publicly readable and failed

ACLs are a deprecated access model - newly created buckets have them disabled by default.

it's also possible, if you're part of an Organization, that there are SCPs or Org policies preventing a public bucket.

Also please consider if you _really_ want a Public bucket.,, they are easily abused.
