how do you incorporate the one-off commands that pulumi seems to rely on with your ci/cd pipelines? For example, according to <https://pulumi-community.slack.com/archives/CRFUR2DGB/p1711048554704939> I need to run `pulumi up --target &lt;provider-urn&gt;` whenever a provider releases an update and pulumi wants to delete resources just to update the urn name with a new version number.
