ugh, just ran into <https://github.com/Azure/azure-rest-api-specs/issues/9768> , which is impacting azure classic (because terraform). I'm going to try azure native (I think it has more permissive checking), but it's a toss up if it'll work

if it does work, that'll be the first time i found a bug in classic that was fixed by switching to native
