Surprised to see this issue from `ManagedPrefixList` is not fixed: <https://github.com/pulumi/pulumi-aws/issues/1784>

This makes it `ManagedPrefixList` almost not usable:

1. Using `ManagedPrefixList` with `entries` mean we cannot update the `entries`
2. Using `ManagedPrefixList` plus `ManagedPrefixListEntry` means we have to disable parallelism
