what is the best way to initialize a Pulumi python based IAC project with templates and ESC with the intention to eventually expand this into an org?

I’m not sure what you mean by “expand this into an org”.  I would start by creating an org at <http://app.pulumi.com|app.pulumi.com> and then create a python project with `pulumi new python`.

Maybe someone else here has a better understanding, and if so please chime in.
