Mind filing a repro in <https://github.com/pulumi/pulumi-aws> ?

Our team was just looking at refresh and import issues and this sounds like one more opportunity to improve things. quick scan on <https://github.com/pulumi/pulumi-aws/issues?q=is%3Aissue+UserPool+is%3Aopen>

I find <https://github.com/pulumi/pulumi-aws/issues/3303> but it's not quite right here, refresh and import are related but import is slightly more involved than just refresh
