Is there a way in Pulumi Cloud to configure to store states in US or in Europe ? Or depending the region I deploy my infrastructure ?

No, there is no data residency configurability in Pulumi Cloud. You can use local state if this is important to you, or you can use self-hosted Pulumi Cloud. See <https://www.pulumi.com/pricing/#faq-product> ("Can I hose Pulumi Cloud in my cloud or datacenter").
