pulumi up been broken all morning for me, anyone else seeing this with pulumi up ? not had a problem for months and today I upgrade to 3.120 and it works maybe 10% of the time, then just a long timeout

I haven't heard any other reports of issues like this with `3.1.20`.  That failure sounds like it could be an issue with an unreliable or particularly slow network connection to <http://api.pulumi.com|api.pulumi.com>?
