Do you know why this might be happening?
It only occurs when I use Pulumi.
If I create the same resource in the Azure portal it works.

No idea, I'd think if location constraints were an issue it would apply to portal as well. Might be an issue in the azure api, pulumi wouldn't be doing that check.

<@U02J3T6A8LB> Seems strange since I think Azure portal uses the same APIs, but maybe it is just that. I will enable debugging in Pulumi.

No portal has it's own backend, we do see differences between portal and the apis
