Will that fail again? It looks like the `PULUMI_ACCESS_TOKEN` wasn't set

Nope It shouldn't but because we still facing the problem that a workflow run started for a PR of forked infra repo will not have the configured environment variables set.

Ringo and me worked a bit on that issue but didn't come to a usable solution up to now.
