i don't think that ticket has enough info to reproduce. for example, what's the value of `args.vpcId` when you instantiate the eks cluster class?

`args.vpcId` did not change because i created the vpc first then the eks cluster

the person looking at the ticket can't know whether it is changing or not without seeing all of your related code
