Pulumi Community

i have some resources that are getting marked for replacement even though they have not changed (only diff is the provider version). the provider `urn` is changing from:

`urn:pulumi:prod::mozr-iac::pulumi:providers:gcp::default_7_15_0::cf29e37a-e390-4d1f-8eff-651ad56a8364`
to
`urn:pulumi:prod::mozr-iac::pulumi:providers:gcp::default_7_38_0::38d86d7f-3468-4ddc-9406-8e05fd33fbec`

it looks like there was an effort to fix a similar issue in <https://github.com/pulumi/pulumi/pull/2755>, but something else has changed since then or there is something unique to my setup. any ideas?
