They are mostly downloaded from github releases

If you run `pulumi plugin install` with  `-v10  --logtostderr` I think it prints the url at some point

But in general we query <https://github.com/repos/>&lt;org&gt;/&lt;plugin&gt;/releases/tags/v&lt;version&gt; and then download "pulumi-&lt;kind&gt;-&lt;name&gt;-v&lt;version&gt;-&lt;os&gt;-&lt;arch&gt;.tar.gz"
