Cannot create a project without providing a token.

This is a bug, <https://github.com/pulumi/pulumi/issues/19073>. You should be able to use the CLI without an account. I think this is just a bug in `new` which you can workaround for now by using an older CLI, or just manually copying the templates. Or obviously by making an account and just not using it for anything else. This is a regression bug so we should get round to fixing it soon.
