Is there a new API requirement for deploying Cloud Functions that wasn’t there before?

I'm not aware of any changes related to this. Is your IamPolicy or IamBinding referring to Cloud Build perhaps?

Nothing changed on our end and all of a sudden our CI pipelines started failing
