What kind of problems do you have? I’m using cert-manager on all my GKE clusters and I haven’t had any issues so far (although, I think the deployment of cert-manager itself was done manually and not by pulumi - I’ll have to check).

I ended up using charts and CustomResource's which work currently was just hopping to use the new pulumi cert-manager module will try again now that i have some thing working
