Since the base image needs to be in the Dockerfile, I expect you would need to modify the Dockerfile on disk (or in a temp folder) and then build from that location. This might not be “simple” to coordinate, but should be possible. It’s possible the Pulumi Docker provider should allow providing the text of a Dockerfile directly instead of a file/folder - I’m not sure if the Docker engine itself supports that or not though. Possibly worth opening an issue to track this.
