Sounds like there might be a stage that's been created that's not managed by pulumi somehow. Maybe try <https://docs.aws.amazon.com/cli/latest/reference/apigateway/get-stages.html|listing the stages> then manually <https://docs.aws.amazon.com/cli/latest/reference/apigateway/delete-stage.html|deleting> any that shouldn't be there
