Any particular reason why the AzureNative provider doesn't expose a "Kind" property to certain resources (like SQLDatabase) and what is the alternative to achieve the same thing -- trying to create a serverless database

Database Kind is marked as read-only: https://github.com/Azure/azure-rest-api-specs/blob/master/specification/sql/resource-manager/Microsoft.Sql/preview/2020-11-01-preview/Databases.json I think you need to set the right SKU name, e.g.
