every other 'pulumi preview' i do on VSTS build agent uninstalls pulumi/azure.... and i have no idea why lol. it always reinstalls it the next time

Not sure I follow exactly what is happening here.  Do you mean you run `npm install` and it uninstalls a package listed in `package.json`?

vsts-agent was using 5.6.0 it was fixed in 5.6.1
