It is "tracked" but treated as "external" meaning it won't be managed by Pulumi.
the fact that this says "delete" is misleading - it will actually just be deleted from the checkpoint file - not the provider. We will be fixing that as part of https://github.com/pulumi/pulumi/issues/2015.
