Also feels like my Azure deployments got much slower? Might be unrelated, but feels like it is.

Struggled for half a day and downgraded to 0.16.4. So much faster again!

Yes - there was a performance regression that we fixed late last week and will get out in a CLI release very soon. See <https://github.com/pulumi/pulumi/issues/2303>.
