pulumi/actions
image is meant for use with GitHub Actions (more info here https://pulumi.io/reference/cd-github-actions.html). As such, it adds a bit of CI scaffolding, like supporting multiple branches, on top of an installation of the Pulumi SDK and various clouds.
The pulumi/pulumi
image is a simpler, built-from-source, wrapper around the CLI. It's just meant to make it easier to use the CLI in scenarios where you don't want to install it, or for derived images in CI scenarios.
We plan to revisit some of the duplication here as part of https://github.com/pulumi/pulumi/issues/1991; though they may remain distinct, we will be sure to clarify their purposes in our docs and descriptions.ambitious-furniture-60362
