ah, found an issue about adopting resources. Looks like slated for ~0.21.

Ah, but `pulumi refresh` is supposed to do what I want. It looks like I just hit an edge case: refresh will do the right thing on resources that already exist, but not on resources that need to be created according to the current local state. Cool, I can live with that.
