It would be great if there was a higher level api for running batch workloads on AWS. There seems to be a lot of boilerplate just to get one going.

Open an issue as a suggestion in https://github.com/pulumi/pulumi-awsx? Would love to see any sketch of what you think could help here. Are you talking specifically about AWS Batch, or about building a hand-rolled batch solution?
