Thats right - currently resource provider plugins are downloaded from a central location. https://github.com/pulumi/pulumi/issues/2524 is tracking allowing 3rd parties to publish these as well. You don’t strictly need this, as long as you can distribute the plugin manually to your users, but until then, we have generally been accepting new resource provider into the

pulumi

org so we can hook up to CI and publishing to the official plugin repository.
