This looks like a bug in the underlying provider.

If you can share `pulumi up --logtostderr -v=9 2&gt; out.txt` with me in DM, I can see if we can narrow down what is triggering this.

Also opened <https://github.com/pulumi/pulumi-terraform/issues/371> to track this.  We're investigating.
