Has anyone attempted to use <https://github.com/346/pulumi-spotinst>?  I get a `404` when trying to install the resource plugin.

Since this is not published in the `Pulumi` org, it is likely the plug-in part of this is not published. We just very recently made it technically possible for packages outside the Pulumi org. The author of this package would need to wire that up. See <https://github.com/pulumi/pulumi-tf-provider-boilerplate/issues/13>. 

In the meantime, you would likely need to build the provider yourself and put the plugin on your PATH.
