Weird. Pulumi refresh is detecting the changes, but when I run pulumi up, it does not try to apply the changes. There is currently 1 replica, I refreshed (because it should have been 2 but it is 1 for some reason), ran up, and it shows no changes.

Did you accept the refresh results? (Say yes after preview?) What exactly do you mean by “it does not try to apply the changes”? If you have more details of a repro an issue would help.

Yes I did. What I mean is that it detects no changes are required when running pulumi up.
