Have you tried the solutions mentioned in those issues?
It seems like either this is an issue where the role assigned for management of LBs does not have the right permissions, or something to do with an account where no load balancers have ever been allocated triggering some service-linked role to not yet be available?

I tried all the 3 solutions and still had failures
opening a case with AWS
manually having to create a LB isn’t going to work for anybody using automation
