Are those the same Pulumi "project" but different Stacks?

This one. If it’s the same infrastructure but different configs (dev, prod, etc) it’s one project and different stacks. A different project would be something that stands up completely different resources

Well I mean, I _am_ standing up completely different resources, they just both solve the same problem

Right. I think that they both solve the same problem is the key

And _x_ is one thing for dev and another for prod but is still _x_ at the end of the day

Ya, but to me maintaining two different versions of the same thing of the same thing is easier in one project than it is in two. I’m sure there is _some_ overlap between the two?
