Would a `PULUMI_PLUGINS_DIR` env var be a reasonable RFE?

There is `PULUMI_HOME` for that: <https://www.pulumi.com/docs/reference/cli/environment-variables/#environment-variables>

The challenge is I want some of those files to come from the users host .pulumi

and the plugins to come from the docker image plugins

to clarify, we are docker mounting the users ~/.pulumi

so they can retain history, etc. between runs of the wrapper
