This feels like a dumb question... but am I supposed to commit my stack config files, like
Pulumi.dev.yaml
? Seems like that would all be stored in Pulumi Cloud

Yes they can then be shared amongst the other team members. Please remember to use the secrets before committing anything though :)
This is just a simple way of sharing any config between those who will be managing the Pulumi code
