If I remember correctly, stack references work with other backends, too - as long as the projects are managed in the same backend. So if you have one GCS bucket with several projects (and stacks) the files are somehow named
Pulumi-project-stack.yaml
and you can reference other projects like that (omitting your user name part of the reference name) I think it is not possbile to reference some pulumi service managed stack from a project from inside your own backend because the backend is somehow a global configuration of the pulumi run. Please pulumi staff correct me if I’m wrong.
