Why is my stack on google cloud being randomly deleted/moved to backup?

Was present on 1.14 and still present on 2.0

<@U010SRK0QH1> unfortunately we're still working on this issue and having discussions internally about how to resolve it. The workaround right now is to save the stack locally and copy it to the GCS bucket. GCS's rate limiting along with our usage of the go-cloud upstream library mean it's not a straightforward fix
