I have ran into this problem in the past, I had to do a `pulumi refresh` as for some reason the pulumi program didnt detect a successful resource creation. Was the only was I found that could resolve (prolly other ways as well)

This was being caused by me adding port 443 to the SG, but it appears pulumi is adding 443 for a load balancer sg automatically..

pulumi adds `Externally available at port 443`

I'm still getting this error on subsequent runs - very frustrating..

any ideas?
