Does the upstream stack have a different passphrase?

but we’ve done this before with other projects/stacks and it has worked

I'm surprised by that, because I was under the impression doing StackReferences with passphrase required each referenced stack to use the same passphrase. e.g. <https://github.com/pulumi/pulumi/issues/2823>

i referenced two other stacks that have different passphrases.  one of them works, the other does not

i see the stack output in pulumi web console.. no passphrase needed there.  am i missing something?
