More specifically the section about <https://cloud.google.com/kubernetes-engine/docs/how-to/alias-ips#range_management|Secondary range assignment methods>, probably your previous cluster used the GKE-managed method, which was the default some time ago, and now you are creating with user-managed method, which is the current default for the api, but not for the console

Also, if you are not in <#CRFUR2DGB|> I suggest you enter that channel. It is more appropriate for questions specific for gcp
