I have a couple suggestions for this situation:
1. set a custom timeout for delete ( see <https://www.pulumi.com/docs/intro/concepts/programming-model/#customtimeouts>)
2. if you’ve verified that the resource is gone, you can execute `pulumi state delete &lt;urn&gt;` to remove it from your state so that pulumi doesn’t attempt to remove it
