I risked it and it seems no it doesn't. Is this always true?

Some of my resources report an update in preview, but don't update in up. I think it's because the "changing" properties look like they're going from "value" to "You cannot [toStrnig] an Output" when preview is running, but they're going from "value" to "value" when up is running. In this case, you can rely on Pulumi not making the change.

Afaict this only applies to string properties that are based on an Output, pulumi.interpolate`` or similar.

@worried-queen-62794 I commented on the your github issue too, but for those here - I think https://github.com/pulumi/pulumi/issues/4992 is the behavior you're experiencing which will be fixed very soon.
