As a follow up, is there some kind of deployment tool for the above that captures these interdependent stacks? (e.g. if we have an `infra` and a `services` stack, where `services` depends on `infra`, is there some way to automatically run the `services` stack if something relevant changes in `infra`?

There is not. People are hacking these up for themselves. The automation api can perhaps make that portion easier. When I asked around last time, these solutions were all purpose built, so were not open source. I've been quite tempted to change that :slightly_smiling_face:
