So Pulumi doesn't "refresh" by default - if you run `pulumi refresh`  you will see that it tells you it will need to delete the RG

you can also run `pulumi up --refresh` and it will run a refresh first

ok.  thanks for the info wanted to make sure it was not an azure issue either.  I have found some very bizarre behavior when deleting resources.  You can refresh the gui 10 times after and get 10 diff results of the resource being gone then coming back then gone again.  I long to go back to my AWS days.
